The grandeur of being a Jedi Knight is one of the most alluring and respected callings in the entire galaxy. Children want to be them; adults thank the Force for them. Jedi Masters -- particularly those on the Jedi Council -- are even more revered.
The Jedi High Council consists of twelve Jedi Masters who serve as advisers to the Supreme Chancellor of the Republic, and hold meetings in the Southeast tower of the Jedi Temple. Roughly 1050 BTC, Jedi Masters gathered in assembly and created the hierarchy of the Jedi Order. By 359 BTC, the Jedi established a High Council, and Nomi Sunrider soon became the leader of the Jedi after the defeat of Exar Kun in the Great Sith War.
The High Council is the leading body and principal council of the Jedi Order but they are only one of four which date back to the Old Republic era. Satele Shan is the Grand Master of the Jedi Council in Star Wars: The Old Republic.
The Council of First Knowledge was a five Master member council which met in the Northwest tower within the Jedi Temple on Coruscant. The leader of this council was the Caretaker of First Knowledge. They had many different responsibilities but overall it was the preservation (and sometimes eradication) of knowledge.
It was the Council of First Knowledge who took it upon themselves to extinguish all Sith artifacts and teachings from the galaxy. They were in charge of maintaining the Temple Archives and supervised the Jedi Academy to fulfill their responsibility of preserving knowledge.
In order for the Jedi to continue to learn, knowledge of the inner workings of the Force and the galaxy needed to grow. This is why it was imperative that the same council oversaw the Jedi academy and the knowledge, which was contained in the archives.
Like First Knowledge, the Council of Reassignment contained five Jedi Masters who met in the Northeast tower of the Jedi Temple. Their primary responsibility was overseeing the Jedi Service Corps, which consisted of Agricultural Corps, the Exploration Corps, the Educational Corps and the Medical Corps.
In some cases, Jedi were sent here as an alternative after failing to pass their initiate trials. The Council of Reassignment watched students closely, and reassignment would come to Padawans if they were unable to pass their initiate trials or the Force did not lend its creed to them to become Jedi Knights. However, it was not rare for Jedi Knights and Masters alike to serve a rotation in the Corps.
Meeting in the Southwest tower of the Jedi Temple, the Council of Reconciliation consisted of five Master Consulars whose primary obligation was to negotiate with political factions. Three members of this council rotated on a five year term while the other two sat for life. Members of this council could also serve on one of the other councils simultaneously.
One of the first known members of this council was the female Miraluka Sabla-Mandibu. The Jedi Order published a book titled The Jedi Path: A Manual for Students of the Force, and she authored several chapters.
As witnessed in Knights of the Old Republic, a Jedi Council does not have to meet on Coruscant. Throughout the history of the Jedi, academies sprung up on worlds across the galaxy. Dantooine was the planet in which an amnesia-ridden Revan learned the ways of the Force for a second time.
Before the Mandalorian Wars 311 BTC, a rogue Council on Taris that sought the resurrection of the Sith murdered Jedi Padawans they were training. They were previously a subservient council to the Dantoonie enclave.
After the Treaty of Coruscant, and during the time of Star Wars: The Old Republic, the Jedi Council is located on Tython. As the Republic has done in the past and will do in the future, they lay much of the blame with the Jedi. This was why it was prudent for the Jedi to relocate and rediscover the birthplace of the Order.
It would seem unlikely that you would have no contact with the High Council as a Jedi character in Star Wars: The Old Republic. The real questions might be: how and who?
We previously reported your early levels will lead you to the Jedi Temple on Tython to observe conversations involving the Grand Master, Satele Shan. We don't know if the Council room will be regularly accessible outside of similar cut scenes or story elements. What about the other three councils of the Jedi Order? The story possibly may provide encounters with or even helping one of the Service Corps divisions. The Jedi Archives and the Council of First Knowledge could easily come into play, as released game play footage has already hinted at the search for Force artifacts.
As for the Council of Reconciliation, it would be a light side Consular's duty to negotiate first and draw their saber second. Politics have always been an overwhelming part of Star Wars from the movies to the Expanded Universe. These could be the five masters a Jedi Consular most identifies with during their game play experience.
The Jedi Council is the light in a dark galaxy, far far away. Whether you are with them, against them, or planning to betray them, the Jedi Council is not a force to cross lightly.
