A quick, cheap upgrade that can actually have a noticeable performance boost is an X-Fi sound card...especially since TOR will be putting quite a bit of work into sound with voice and such.
AMD Phenom II X4 955 Black Edition 3.2
GTX 275 Co-Op PhysX Edition 1280mb
4 gigs DDR3 PC10666
1tb Seagate Barracuda Drive
Cooler Master case, big badass brother of Storm Scout full tower
Oh, with a beast like that..I strongly recommend saving up for a 30" monitor. 1080p is just too low def for modern gaming:) You may think you can't tell the difference, but it's massive and extremely noticeable.
GEForce GTX 275 896mb
4Gb DDR3 1600
Along with upgrading my power supply from a 550 to a 750
and a new mobo: ASUS M4A785TD-V EVO
I think i spent around 700ish.
This is of course not counting for price, as i had these before;
22inch 1080p Acer Monitor
17inch BenQ Monitor
No name full ATX case
500Gb Harddrive
Quad Core 2.8 Gig processor
8 GB DDR2 RAM
1 GB GeForce 9500gt vid card

I've tried just about every fix out there for it, and there are a ton, believe me. Nothings worked so far. I may have to buy an ATI card at this point. Which would really piss me off.
I also have a question I've not seen anything about yet - account security. Do you think Bioware will provide authenticators with the game when it's released? It seems MMOs in general have moved on over the years, but the authentication and account security hasn't, which the exception of the authenticators for WoW...
