I plan on topping off my Guardian's vigilance tree to do max damage. Is that a viable build strategy, pve or pvp? I'm also focusing on gear/mods with higher STR than END.
It's mostly Vigilance with some Defense and a very little Focus thrown in at the end.
A few notes:
I didn't take Commanding Awe because I didn't put emphasis on the extra Endurance boost. I also haven't gotten Awe yet, so I don't know how good of a move it is.
I also chose Accuracy over Burning Blade. The extra burning damage by Burning Blade is very miniscule, so hopefully the accuracy increase provides more damage.
I would actually suggest Burning Blade over Accuracy. Accuracy is tremendously easy to cap out in-game currently. Once later raid tiers hit Accuracy might be more important, but right now you can hit 100% just from a few Tionese tier enhancements.
Also note that the 90% base accuracy is only for Strike. Every focus spender is 100% accuracy base.
