Marauder appears to have the healing debuff, which is what made arms so amazing. I would say it's more like playing a prot/arms hybrid, depending upon your spec. You can still deal decent damage, are unstoppable with a pocket healer, but your main purpose is to simply be a thorn in others' sides. Using the guard mechanic, you can keep allies alive while simultaneously slowing, stunning, and ccing enemies. Meanwhile they'll swing away and your health won't move much.
Juggernauts are very capable of topping the damage meter. It isn't because they do more DPS than other classes. It's because while other classes die and respawn and have to run back to the fight, you are still swinging away and being a pain in the ass.
