When I had my account hacked, what worked was to contact EA origin support and reclaim via them. If you made an origin account it was automatically linked to your swtor account and they automatically share the same password setting. Additionally that is how they were able to bypass my authenticator and break in in the first place.

I have not been able to find any evidence to support either option on this subject, but my gut feeling is that if you retain your current account when the transition happens then you will be grandfathered in to keeping your current character just like all prior subscribers are.

if you look at http://dulfy.net/2012/10/23/swtor-cartel-market-items/ the toward the bottom there are red/golden glowing eyes numbered 1.20 if you want to search them. I am pretty sure that is what the note is referring to.

Well, as I looked the only thing I could translate with this stuff is the big middle screen in that screenshot says "Travel to the outer rim".
