Forcing PVE players into PVP zones will not make it so "PVP'ers get to PVP" again. What they'll get to do is beat on a dead horse that can't fight back effectively. Differences in PVE and PVP are more than just gear. Rotations are different, strategy and tactics are different, and very often, talents are different. A PVP player will spec differently than a PVE player, who often won't have a good defense. And forcing PVP players to "escort" or "protect" PVE players trying to get PVE quest items will put too much undue stress on them by forcing them to divide their attention too thinly.
Bringing people who are neither geared, nor specced, nor knowledgeable in how to battle other players, to PVP zones is not bringing PVP back to that place. What it brings there is a skeet shoot-- fire at the ducks that ride along the moving conveyor belt. Of course there's going to be people running there to do that, because there's always people who'd rather gank someone who can't fight back.
Adding "skeet shoot" PVP is not "WIN/WIN." Maybe it's a win/win for people who like to beat dead horses, or who are so bored by current PVP that they'd welcome any change. But there WILL be "losers," and they're NOT going to be happy, and they';re NOT going to be quiet about it.
